Abstract

Productive economies need more than capital.

They need firms able to use it, institutions that can judge risk, and people with the technical and managerial capability to turn investment into useful output.

This paper sets out a working framework for thinking about those conditions in Rwanda. It is a research position, not a forecast or policy prescription.

Conclusion

The useful unit is a system that can learn.

No framework removes uncertainty. A serious one makes assumptions visible, gives institutions a way to coordinate, and keeps enough feedback in the system to change course. That is the standard this thesis is intended to meet.
